Motherhood a Universal Word | Shootie Girl

She wore a little green dress with bright eyes, and tiny little hands and? feet. Three month old Baby Harriett didn?t realize that today was a special day. One that would save her life!

A small group of three Shot@Life Champion were given the privilege of following a family?s journey. Young grandmother Rosemary and her son Brian allowed us into their home in the Kabarole Village of Uganda to observe what a typical Sunday looks like for them. We entered their home on a short dirt road where a sheet functioned as the front door. We were graciously welcomed into a neat and tiny living room with dirt floors. We were greeted by the entire family: Grandmother Rosemary, age 35, primary caretaker of Baby Harriett along with her son Brian, age 21, who is Harriett?s father. Daughters Prishna, age 19, Rena, age 19 months (Prishna?s daughter), and Rosemary?s youngest child Juliette, age 16. We were told that Grandmother Rosemary?s husband could not join us as he was in the fields of another village digging and working the family crops.

To make a better life for herself and her family Baby Harriett?s mother, Sheila, age 20, left her daughter with her boyfriend and his mother to finish school for nursing. As commendable as this decision is, Sheila?s absence has left Baby Harriett without the proper nutrition she needs through breastfeeding. In the country of Uganda, babies only have two choices, breast milk or regular cow?s milk as baby formula is not readily available and expensive.

We followed Grandmother Rosemary, which is difficult to say because she?s so young, to her Catholic mass service where we were able to see the Kabarole Village worship experience. The beauty of this day is that it was coupled with Healthy Family Health Day, which is a clever way to capture citizens to receive life-saving immunizations.

In Uganda, churches are literally everywhere. But health clinics and hospitals are scarce. So UNICEF decided to bring their immunization, birth registry, nutrition screenings and HIV/AIDS testing to houses of worship all across the country. They bring in health care workers and supplies reaching more than 19,000 families in 2011. That number continues to increase as the word spreads abut these FREE services.

Immediately following the worship service, parishioners made their way to a room just across the parking lot to take advantage of the services. This is where we watched Baby Harriett receive her immunizations. But the toughest moment to watch was the nurse checking little Harriett to determine if she was malnourished. Sadly, the band on her frail arms could nearly wrap around twice. Baby Harriett was confirmed to be in the red, danger zone. I watched and cried, feeling so emotional that her young life was now hanging in the balance, but grateful that her grandmother was concerned enough about her health to bring her in for treatment. In Uganda, 21% of children under age 5 are underweight in the poorest communities, versus 8% in the riches communities.

The awareness campaigns and fundraising from champions and organizations like Mocha Moms, Inc. , a national non-profit for stay at home mothers of color, make it possible for precious children like Baby Harriett to receive this type of care when families can not otherwise afford it.

After seeing Grandmother Rosemary and Bay Harriett off, our day continued with a group of Kabarole Village mothers and their beautiful children. We sat down to dialogue about what life is like for them as mothers. Of the 7 moms who joined us, 4 of them had lost at least one child.

The story of Valeria, widowed mother of 12 and now a grandmother, lost twins boys at birth. But she also lost her daughter to dysentery (blood stools and diarrhea) at the young age of 10. An epidemic broke out in the community and Emelda was not immunized. 1.5 million children die each year in developing countries from conditions like diarrhea, which can be easily prevented with vaccinations.

?

Although it feels like we live a world away, the group of mothers (Margaret #1, Margaret #2, Violet, Agnes, Fatima, Jenny and Valeria) are more similar to American moms than we are different. They have the same concerns and dreams for their children. They want to see them safe, healthy, educated and productive citizens.

I was also happy to hear that all but one of the women was married with a supportive family intact, which dispels the myth that African or African-American men leave their families after children are born.

image

image

I can not tell you how eye-opening this day was. What an amazing gift to share time with women who prove that the word MOTHER is universal in every way.

What are your dreams for your children?

Happily married mother of 2 fabulous daughters. CEO & Designer of Shootie Girl? Custom Rhinestone Apparel. Former government and global software giant manager turned work-from-home mom and National Director of Community Service for a national non-profit moms organization.

Chesapeake to pay down bulk of $4 billion term loan

HOUSTON (Reuters) - Chesapeake Energy Corp plans to pay off more than half of a pricey $4 billion bridge loan after receiving $2.8 billion in cash from the sale of some of its oil and gas properties in the Permian Basin.

The loan, made in May, was a lifeline at the time for the U.S. energy company that was staring at a funding shortfall of about $10 billion. So far this year, Chesapeake has sold about $12 billion of its assets, a situation that has alleviated its liquidity crunch.

Chesapeake's investment bankers on the Permian deal, Goldman Sachs and Jefferies Group , provided the loan. In May, Chesapeake replaced $4 billion in existing debt with the new $4 billion that came at a steep 8.5 percent interest rate, and would rise to more than 11 percent if the company did not pay it off by the end of the year.

Chesapeake will reduce the existing amount on the loan to $1.2 billion in about a week and plans to pay its full balance by the end of the year, the Oklahoma City, Oklahoma, company said.

Chesapeake sold the Permian acreage to a subsidiary of Royal Dutch Shell , Chevron Corp and privately held Enervest Ltd. The assets sold accounted for nearly 6 percent of Chesapeake's production in the second quarter.

Total proceeds from the deals are about $3.3 billion. Payment of the remaining $500 million are subject to title and environmental contingencies, the company said.

The Permian Basin spans west Texas and eastern New Mexico.

Chesapeake shares dipped 2 cents to close at $20.79 on the New York Stock Exchange on Monday.

Microsoft's Skype for Windows 8 to launch October 26

After screen-shot tease after screen-shot tease, it was just a matter of when, not "if," Microsoft would release a version of Skype customized for Windows 8. And today, October 22, is the day when Microsoft is lifting the curtain on the new client due October 26.

newskype

Skype for Windows 8?will be in the Windows Store on October 26, the day Windows 8 and its ARM-based sibling, Windows RT, are generally available. Skype for Windows 8 also will be preinstalled on "the top 12 Windows OEMs' machines," Skype officials said. It won't be preinstalled on Surface RT devices; instead, it will be in the Windows Store for Surface RT because Skype didn't quite make the internal deadline cut-off for preinstallation. (Just in case there's any doubt or confusion, this new Skype app will run on both Windows 8 and Windows RT.)

Skype for Windows 8 was re-architected from the ground up, said Derek Snyder, head of Mobile Marketing at Skype. (Before joining Skype, Snyder was Executive Communications Manager & Technical Advisor for Windows Phone.) Remember those stories about Skype moving away from a pure peer-to-peer (P2P) model, to more of a hybrid model? That's exactly what's happened.

Read this

Windows 8 is the new XP

This new version of Windows is a disaster. Power users can't wait to replace the UI, and businesses are avoiding it like the plague. I'm talking, of course, about Windows XP. Ah, how quickly we forget.

On the back-end, in the months after Microsoft's acquisition of Skype was finalized, the pair have been moving Skype to use the Windows Messenger infrastructure. Storage of pictures, video and other Skype content is now happening on Windows Azure.

In the longer term, Skype most likely will replace Messenger some day. There's no public timetable as to when that will happen, but Skype recently began testing new Windows and Mac beta releases that allow users to sign in using their Windows Live ID (Microsoft Account) so they can send and receive instant messages and see presence information from those using Messenger.

On the front end, the user interface in Skype for Winows 8 has been overhauled so it has a true Metro/tiled look and feel. (The Skype team is using "Modern" to refer to this look, though that is not the official Microsoft replacement term for the Metro UI.) The Windows 8 version of Skype is less Facebook-centric, Snyder said, though Facebook integration is still a feature.

Skype for Windows 8 takes advantage of all the usual Windows 8 features, such "snapping" so Skype can run side-by-side with another app; integrating with Bing allowing image searching and association inside Skype; and running in the background in a low-power-consumption but always-on mode.

Other interesting tidbits about where Skype is going with Windows 8:

  • Skype plans to continue to offer users a multiplatform experience. Expect more enhancements on platforms other than Windows 8 and Windows Phone 8 to continue.
  • There's still no public timetable as to when Skype will be fully integrated and federated with Lync. But it's coming. "But expect to see more mobile-specific, mobile-first from us, going forward," said Snyder.
  • Skype is planning to provide lots of tips and how-to content to help users figure out how to take advantage of Windows 8-specific features with Skype. These will range from things like "what are toasts?" to "how to put Skype on your lock screen."
  • Skype is aiming to get users to leave Skype running on their machines all day and use chat as the first place they go when they sign in.
  • "Later this fall" Skype will be adding a video-messaging capability to Skype for Windows 8, via which users will be able to leave "a small video message" for their Skype buddies, Snyder said.

There's a video over on Skype's "The Big Blog" site showing Skype for Windows 8 in action.

Stock futures edge up after Friday's sell-off, earnings eyed

NEW YORK (Reuters) - U.S. stock index futures advanced on Monday, indicating the S&P 500 may bounce from its worst decline since late June ahead of earnings from companies including Caterpillar and Freeport-McMoRan.

* The benchmark S&P index fell 2.2 percent on Friday, its biggest daily drop since June 21, after Dow components General Electric and McDonald's , both barometers of the overall economy, added to a disappointing earnings season.

* SunTrust Banks Inc's third-quarter profit surged as the bank gained from the accelerated sale of its shares in Coca-Cola Co that produced a pre-tax gain of $1.9 billion.

* Hasbro Inc , the No. 2 U.S. toy company, reported a lower quarterly profit on Monday, hurt by a fall in sales in its boys and preschool product lines.

* Along with Caterpillar Inc and Freeport-McMoRan Copper and Gold Inc , investors can expect earnings from Yahoo Inc , Peabody Energy Corp and Texas Isntruments Inc .

* According to Thomson Reuters data through Friday, of the 106 S&P 500 companies that have reported earnings, 62 percent have topped analysts' expectations, matching the average since 1994 but below the 67 percent average over the past four quarters. Earnings are expected to fall 1.8 percent in the third quarter from a year ago.

* But top-line expectations have dampened investor optimism, with 58 percent of companies having missed on revenue expectations.

* S&P 500 futures rose 4.9 points and were above fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration on the contract. Dow Jones industrial average futures gained 44 points, and Nasdaq 100 futures added 16.5 points.

* Rosneft and BP are preparing to announce a deal worth over $25 billion that could give the British oil company a stake of between 16 and 20 percent in the state-controlled Russian energy firm, sources familiar with the situation said.

* U.S. agriculture giant Archer Daniels Midland has bid $2.8 billion for GrainCorp , sending shares in Australia's last independent grains handler soaring, as markets bet on a higher offer price or rival bids being flushed out.

* Ancestry.com Inc said that it will be acquired by a group led by Europe-based private equity firm Permira in a $1.6 billion deal.

* European stocks pared early losses and turned slightly positive as renewed expectations that Spain was moving closer to seeking a bailout eclipsed worries over corporate results. <.eu/>

* Asian shares fell as lackluster earnings from leading U.S. companies and a sharp drop in Japan's exports, a key driver of the world's third-biggest economy, dented risk appetites and prompted investors to take profits on recent gains.

Vote-by-mail fail? Report registers concern

Clay Frost / NBCNews.com

Electronic voting machines were widely installed after the 2000 presidential election, but the potential for glitches has sparked controversy. Click on the image for an interactive graphic explaining how voting systems work.

By Alan Boyle

The good news about voting technology is that the upgrades put into place since the controversial 2000 presidential election have made ballot tallies twice as accurate as they were?? but the bad news is that the rise of early vote-by-mail systems could erode those gains.

That's the assessment from the Caltech-MIT Voting Technology Project, which has been monitoring voting technology and election administration nationwide for nearly a dozen years ??ever since the "hanging-chad" debacle of the Bush vs. Gore election. Coming less than three weeks before this year's Election Day, the project's latest report includes some recommendations that could improve the election process in as little as two years.

But first, project co-director Charles Stewart III, a political science professor at MIT, wants to celebrate the good news.

"Voter registration is gradually getting better," he told me. "Voting machines are clearly better. This is a voting-technology feel-good story. We're getting the voter registration process into the 20th century, if not the 21st century."

Twelve years ago, the presidential election's outcome was plunged into doubt due to Florida's poorly designed butterfly ballot. The controversy?sparked a Supreme Court ruling that decided the election, as well as a multimillion-dollar federal program to upgrade voting technology. Back then, the "residual vote"?? that is, the discrepancy between votes cast and votes counted?? was 2 percent nationwide. That number dropped to 1 percent by 2006, thanks in large part to the replacement of punch-card and lever systems with more reliable systems.

For a while, all-electronic voting systems flourished ? but after a series of scandals, election officials have been gravitating toward optical-scan machines and paper ballots, which measure up as the most reliable voting systems that are out there.

Due to these upgrades, Stewart said the possibility of a Florida-style situation "is much lower now than it was 12 years ago."

Melissa Harris-Perry and her guests talk about future investments in technology to streamline voting.

Now the bad news...
Even as the report celebrates those gains, it raises concerns about another voting trend: the growing popularity of no-excuse-needed absentee voting, also known as early voting by mail. Oregon and Washington state have gone to a strictly vote-by-mail system. In seven other states (Colorado, Nevada, Texas, New Mexico, Tennessee, North Carolina and Georgia), more than half of all ballots were cast before Election Day in 2008 ? with many of them sent in the mail.

The report says that election officials should discourage no-excuse-needed absentee voting and "resist pressures to expand all-mail elections."

Why are the experts so down on the uptrend? A long-running study in California has shown that the residual vote rate for absentee ballots is 2.2 percent for presidential races, and even higher for other races and propositions. That's worse than the average in 2000. "The improvement we've gotten by having better voting machines in the precincts may be given back by having more and more people voting at home," Stewart said.

The reasons behind the high error rates include potentially confusing instructions for filling out the ballot, plus the fact that there's no opportunity to catch improperly filled-out ballots at the polling place and give the voter a chance to make corrections. Even the mailing process can play a role: Stewart referred to demonstrations showing that pencil marks can become smudged when the ballot is folded, put in an envelope and run through a postal processing machine. (Note to self: Use ballpoint pen to fill out ballot.)

If you want to cast your vote early and make sure that it counts, it's better to do it in person at an early voting site than to mail it in, Stewart said.?

A solution for voter ID?
This year's report also addresses the controversy over voter identification at polling places. Republicans generally favor more stringent ID requirements, such as showing a government-issued photo ID; Democrats generally voice concern that such measures suppress the vote. The?report notes that the "debate over voter identification and associated claims of election fraud may become one of the most important issues of the 2012 presidential election."

To balance those concerns, Stewart and his colleagues suggest shifting the burden for identification from the voter to the state. Each state could match up its voter registration database with photos from driver's licenses and other photo-ID databases to create "electronic pollbooks." Pollworkers could confirm a voter's identity by checking the photo that's in the pollbook. If the voter doesn't already have a photo ID on file with the state, a picture could be taken at the polling place and associated with a voter's affidavit of identity for future reference.

"Exactly the system we're talking about hasn't been done, but I think the technology for this is just a stutter step away," Stewart said. The report says such a system could be implemented in some states by 2014, and in most others by 2016.

The MIT-Caltech group also recommends that election officials conduct routine post-election audits to gauge how well they're doing, and use the results to guide corrective actions for future elections. Some activists might want to go so far as to hold up the certification of election results until audits are completed, but "right now just getting localities to do the audits is the first hurdle," Stewart said.

The report acknowledges that some of the recommendations may raise privacy issues for lawmakers to consider at the federal and state level. "You have to think seriously about these tradeoffs," Stewart said.

How about Internet voting?
For now, the concerns about computer security are too great to allow for widespread voting via the Internet, the report says. Some states let military personnel submit their absentee ballots online, or via e-mail or fax. But it's more common for states to let voters obtain a blank ballot over the Internet but require them to submit the filled-in ballot via postal mail.

"The official word [in the report] is that there shouldn't be completed ballots transmitted electronically until the security issues are dealt with," Stewart said. "We also think there should be further research into the security of Internet voting?? and if those security issues do get solved, then it might be a different kettle of fish."

What should a faraway voter do? If you're in the military or living overseas, check the Federal Voting Assistance Program's Voting Assistance Guide?to find out about the options for receiving and sending in your ballot.

More about voting technology:

In addition to Stewart, the principal authors of the Caltech-MIT Voting Technology Project's report are Caltech's R. Michael Alvarez, Harvard's Stephen Ansolabehere, the University of Utah's Thad E. Hall, Caltech's Jonathan Katz and MIT's Ronald L. Rivest. The report was funded by the Carnegie Corporation of New York. The Voting Technology Project has also been supported by the John S. and James L. Knight Foundation and the Pew Charitable Trusts.

Conservatives remind Romney of abortion pledge

MOUNT VERNON, Ohio (AP) ? A day after Mitt Romney downplayed his plans to fight abortion, social conservatives on Wednesday offered the Republican presidential nominee a not-so-subtle reminder of his pledge to do "everything in my power to cultivate, promote, and support a culture of life in America."

The head of the anti-abortion group Susan B. Anthony List distributed an article Romney penned last summer vowing to prohibit federal funding for Planned Parenthood, while backing legislation that would "protect unborn children who are capable of feeling pain from abortion." In the June 2011 article, Romney also expressed support for the reversal of Roe v. Wade, the landmark Supreme Court ruling that legalized abortion.

"We have full confidence that as president, Gov. Romney will stand by the pro-life commitments," said Susan B. Anthony List President Marjorie Dannenfelser.

In an interview Tuesday with The Des Moines Register, Romney said he would not pursue any abortion-related legislation if elected.

"There's no legislation with regards to abortion that I'm familiar with that would become part of my agenda," he told the Iowa newspaper, an apparent shift from his previous position.

The Republican's campaign walked back his comments almost immediately. "Gov. Romney would of course support legislation aimed at providing greater protections for life," spokeswoman Andrea Saul said. She declined to elaborate.

Romney himself returned to the topic of abortion when he said after an event Wednesday in Delaware, Ohio: "I think I've said time and again that I'm a pro-life candidate and I'll be a pro-life president."

President Barack Obama jumped on the comments about abortion, saying the words showed that Romney was trying to hide his position in abortion in an attempt to close the deal with voters.

"This is another example of Gov. Romney hiding positions he's been campaigning on for a year and a half," Obama told ABC News for an interview that aired Wednesday.

"When it comes to women's rights to control their own health care decisions, you know, what he has been saying is exactly what he believes," said Obama. Romney "thinks that it is appropriate for politicians to inject themselves in those decisions."

Romney has struggled with the issue of abortion throughout his political career.

It was an issue in his 1994 Senate campaign against Massachusetts Sen. Edward M. Kennedy, who described Romney's abortion position as "multiple choice." Romney supported abortion rights when he became governor of Massachusetts in 2003, before changing his mind. As a presidential candidate, he opposes all abortion except in cases of rape, incest or to protect the life of the mother.

Now, less than a month before Election Day, he's trying to avoid the issue as he simultaneously courts women and his party's most passionate voters ? groups with opposing priorities on the explosive social issue. In recent days, he's largely emphasized his personal side and moderate political positions.

While he said he would oppose abortion-related legislation, the former governor told the Register he would issue an executive order to reinstate the so-called Mexico City policy. Named for the city where it was announced, the policy bans giving federal money to international groups that perform abortions or provide abortion information. The policy has bounced in an out of law for more than a quarter-century. President Barack Obama waived the order soon after taking office in 2009.

Hogan Gidley, a former aide to Rick Santorum, a stanch social conservative who challenged Romney during the GOP primaries, said Romney's latest abortion flap is "bad news and good news."

"The bad news is that pro-life conservatives want a president to push policies that protect the innocent, unborn children from being murdered. But the good news is that Gov. Romney has pledged to reinstitute the Mexico City policy by executive order," Gidley said. "This will be of little consolation for many pro-lifers ? but the alternative of Barack Obama is much worse."

Obama's deputy campaign manager Stephanie Cutter told reporters on a conference call Wednesday that Romney was "cynically and dishonestly" hiding his positions on abortion and other women's issues to try to seal the deal with voters.

"We're not saying he's changed his mind on these issues," Cutter said. "We're saying he's trying to cover up his beliefs."

Cutter said the campaign would seek to make sure that women are "not fooled" by Romney's attempts to soften his positions on abortion. The Democrat's campaign has aired TV ads accusing Romney of supporting overturning Roe v. Wade and eliminating federal funding for Planned Parenthood.

"Women frankly just can't trust Mitt Romney," Planned Parenthood President Cecile Richards said on the Obama campaign call. Richards said she was taking a break from her role at the women's health services provider to volunteer for Obama in the campaign's closing weeks.

Romney did not seek to clarify his abortion comments during a day of campaigning Wednesday in Ohio. He noted at a town hall-style meeting that his wife, Ann, and Karen Buchwald Wright, the businesswoman who helped introduce him, were breast cancer survivors.

"Karen was kind to remind me that this is Breast Cancer Awareness Month and gave me this pin, which I am wearing this morning in her honor and the honor of my wife and in honor of all the women across America who have battled this terrible disease and know of our commitment to defeat it and to provide long lives to our fellow citizens," Romney said.

Romney called the women "champions."

Front line for meningitis outbreak: the ER

Headache. Stiff neck. Dizziness. Fever. The symptoms could describe anyone with a range of ills, from migraine to the flu, but they're also the defining symptoms for the ongoing outbreak of rare fungal meningitis, and they're making trouble for some emergency room doctors.

Mahela Jayawardene quits T20 captaincy ? Cricket News Roundup ? Part II ? October 8, 2012

Veteran batsman Mahela Jayawardene stepped down as Sri Lanka?s T20 skipper shortly after his side?s 36-run defeat to West Indies in the World T20 final, at Colombo on Sunday.

This was Sri Lanka?s fourth defeat in a World Cup final, second in World T20, and the luckless Jayawardene was part of all the four squads that lost the World Cup finals to Australia, Pakistan, India and this time to the resurgent Caribbean unit. Jayawardene announced to quit the T20 captaincy, however, he will continue leading the ODI and Test sides, and will assess his future after the tour of Australia later this year.

?I was going to step down from T20 captaincy after this World Cup. I personally feel that for Sri Lanka, going forward, we need a younger leader,? said Jayawardene at the post-match press conference on Sunday. ?I?ll remain captain in the Tests and ODIs till the Australia series in December and then take a call on my future as captain,? he added further.

Swashbuckling Indian opener?Virender Sehwag has been declared fit to play for Delhi daredevils in the latest edition of the Champions League T20, which gets underway in South Africa, on October 9.

The Delhi dasher had injured his left ankle during India?s one-run win over the Proteas in their final Super Eights match, in Sri Lanka last week. However, MRI scans of the injured ankle revealed nothing serious and Sehwag will be leaving for the rainbow nation in a couple of days.

?There is no problem with Sehwag?s MRI...He is fit enough to with the team. He will leave for South Africa in a couple of days,? a source told?Mail Today?on Monday.

Jayawardene has been named as the captain of the International Cricket Council?s T20 team of the tournament, named by an ICC panel on Monday.

The five member panel picked up three Sri Lankans and two players each from West Indies and Australia?s World T20 squads, which participated in the latest edition of the marquee tournament. India, Pakistan and New Zealand have all got one representation, while South Africa are the only major cricketing nation without a representative in the side.

Team: Chris Gayle (West Indies), Shane Watson (Australia), Virat Kohli (India), Mahela Jayawardene (Sri Lanka - captain), Luke Wright (England), Brendon McCullum (New Zealand), Marlon Samuels (West Indies), Lasith Malinga (Sri Lanka), Mitchell Starc (Australia), Saeed Ajmal (Pakistan), Ajantha Mendis (Sri Lanka)?

Shell still optimistic on Arctic offshore drilling

ANCHORAGE, Alaska (AP) ? The stars lined up ? almost ? for Shell Oil to drill exploratory wells this year in off Alaska's north coast.

The Arctic Ocean was on record pace for low sea ice. The Obama administration gave a qualified green light to drilling. Two drill ships and a flotilla of support vessels were staged off prospects.

But as the open water season wound down, Shell announced last week it would limit drilling to time-consuming preparation for an offshore well. The final straw for the decision: damage during testing Sept. 15 to an undersea containment dome, a key to the company's spill response system.

Environmentalists cheered the setback. Shell Oil President Marvin Odum says he considers it a temporary impediment in the long-term quest to open a petroleum frontier.

LG Splendor (U.S. Cellular)

The LG Splendor ($79.99 direct) is a sleek touch-screen slab for U.S. Cellular, the nation's 7th largest carrier and its largest regional carrier. The problem is, even though the LG Splendor is a brand new Android?smartphone, there's little reason to buy it, thanks to the existence of several other better phones already in U.S. Cellular's lineup at or near the same price.

Design, Connectivity, and Call Quality
The LG Splendor measures 4.92 by 2.64 by 0.34 inches (HWD) and weighs a svelte 4.2 ounces. It's made entirely of hard black plastic, save for the glass screen. The back panel features a textured vertical line pattern. The 4.3-inch IPS 800-by-480-pixel capacitive touch screen looks bright and crisp, and is covered in Corning Gorilla glass. Strangely, there's no ambient light sensor, so all you get is a software brightness slider. Beneath the screen are two touch buttons and a hardware Home button, which is an unusual configuration for an Android phone, but one that shouldn't pose many problems.

The LG Splendor is a quad-band EV-DO Rev A (850/1700/1900/2100MHz) device with 802.11b/g/n Wi-Fi. U.S. Cellular runs its own 3G and 4G LTE networks in portions of 26 states, and won our Readers' Choice award this year for its reasonable prices and reliable network. The Splendor doesn't support 4G LTE, though.

Voice quality isn't great. The main culprit is a muffled tone in the earpiece that makes it tough to hear what the other person is saying in noisy environments, though it's fine if there's not a lot of background noise. Transmissions through the microphone are clear, though, and reception is solid. Calls sounded fine through a Jawbone Era Bluetooth headset. I could trigger voice dialing over Bluetooth, but it never understood me properly, despite repeated attempts. The speakerphone goes pretty loud, but it sounds horribly distorted at the top setting; you'll want to back off a notch or two if possible.?The 1,700mAh battery was good for a solid 7 hours and 35 minutes of talk time.

Hardware, OS, and Apps
There's a single-core 1GHz processor on board, but that's not as bad as it sounds. The LG Splendor runs Android 4.0 "Ice Cream Sandwich," so it feels considerably snappier in day-to-day use than Android 2.3 "Gingerbread," which unfortunately is still appearing on new phones like the keyboarded Samsung Galaxy Metrix 4G, also on U.S. Cellular.?ICS is still one version behind the current Android 4.1 "Jelly Bean," though, and there's no word yet on a possible future upgrade.

Otherwise, this is a solid Android phone for running apps. There are five home screens you can swipe between and customize. LG modified the UI slightly, and includes an app drawer you can configure by tapping the gear icon in the upper right corner. You can also make little file folders of apps and drop them on home screens.LG Splendor (U.S. Cellular)

LG's Quickmemo app (pictured right) lets you snap screenshots, draw on them with your fingertip, and email them to colleagues or friends. And you shouldn't have any problem running most of the 600,000+ third-party apps available in Google Play, thanks to the Splendor's Android 4.0 OS and standard specs. Benchmark scores weren't bad for a budget Android phone, and indicate you can at least run some 3D games, albeit not at 30 frames per second.

Multimedia, Camera, and Conclusions
There's 2.08GB of free internal storage, plus a microSD card slot under the battery cover, which lacks a fingernail indent and is a pain to remove. LG throws in a 4GB card, and my 32GB SanDisk card worked fine. There's also a standard-size 3.5mm headphone jack along the top edge. Music tracks sound fine through Plantronics BackBeat Go ?Bluetooth earphones, and the phone has no trouble playing any of our audio test files. Standalone DivX, Xvid, MPEG, and H.264 videos play smoothly at sizes up to 720p, but my 1080p videos wouldn't play. Stereo Bluetooth audio was in sync, though.

The 5-megapixel autofocus camera has an LED flash and geotagging. The Splendor includes what is now becoming LG's trademark "Cheese" shutter, which lets you say the word to snap a photo without having to fiddle with the on-screen controls. Shutter and save speeds are quick, and photos look vibrant and detailed outdoors. Indoor shots had muted color but were still sharp. Recorded 720p and VGA videos play smoothly at 29 frames per second and exhibit bright, crisp color both indoors and out, and skew slightly warm in the spectrum. There's no 1080p recording or image stabilization. You do get a weak, front-facing VGA camera for video chats.

LG has its work cut out for it in selling the Splendor. LG's biggest problem on U.S. Cellular is competing against the $99.99 Motorola Electrify 2, which features a dual-core processor, a higher-resolution screen, and a better camera; that's easily worth spending the extra $20 for. There's also the older Samsung Galaxy S II, which also has a dual-core processor, plus a slightly larger 4.5-inch screen and a better camera, all for the same $79.99 as the LG Splendor.?My advice: Keep an eye on the retail pricing of these three phones. If the LG Splendor drops significantly, it'll be a solid buy, but for now the other two are better phones overall.

Finally, our favorite smartphone on U.S. Cellular remains the $199.99 Samsung Galaxy S III, which features a blistering 1.5GHz dual-core CPU, a 720p high-definition 4.8-inch screen, and a significantly better 8-megapixel camera with 1080p video recording and image stabilization.
