Bust

Bust - Not your bra size! Take the tape around your back and bring it across the fullest part of your bust. Your arms should be relaxed, down at your sides. You must wear a unpadded bra when taking this measurement.

Waist
Waist- This is the smallest part of your waist. Typically it`s an inch or so above your belly button. Also known as the natural waistline.Keep tape slightly loose to allow for breathing room
Hips
Hips- This is the widest part of your hips, across the hipbone. Measurement is taken approximately 7 inches below the natural waistline. This measurement is not needed for full gowns.
Hollow to Floor
Hollow to Floor- This is the length from your hollow ( the hollow just under your neck ) to your bare feet. (Take the tape from your front, straight down to the floor). You should stand upright and your feet should keep together.

Starbucks to Congress: 'Come together' on fiscal cliff

Starbucks Corp will use its ubiquitous coffee cups to tell U.S. lawmakers to come up with a deal to avoid going over the "fiscal cliff" and triggering automatic tax hikes and spending cuts.?

Chief Executive Howard Schultz is urging workers in Starbucks' roughly 120 Washington-area shops to write "come together" on customers' cups on Thursday and Friday, as U.S. President Barack Obama and lawmakers return to work and attempt to revive fiscal cliff negotiations that collapsed before the Christmas holiday.?

Starbucks' cup campaign aims to send a message to sharply divided politicians and serve as a rallying cry for the public in the days leading up to lawmakers' January 1 deadline to deliver a plan to avert harsh across-the-board government spending reductions and tax increases that could send the United States back into recession.?

"We're paying attention, we're greatly disappointed in what's going on and we deserve better," Schultz told Reuters in a telephone interview.?

The CEO said he has joined a growing list of high-powered business leaders, politicians and financial experts in endorsing the Campaign to Fix the Debt, (www.fixthedebt.org) a well-funded nonpartisan group that is leaning on lawmakers to put the United States' financial house in order.?

Starbucks plans to amplify its "come together" message via new and old media, including Twitter and Facebook posts, coverage on AOL's local news websites and advertisements in The Washington Post and The New York Times.?

"If (talks) do not progress, we will make this much bigger," Schultz said of the messaging campaign.?

Schultz is no stranger to using the world's biggest coffee chain as a platform to advocate for more political cooperation in Washington.?

During the debt ceiling debate in August 2011, he made a splash by calling for a boycott of political contributions to U.S. lawmakers until they struck a fair and bipartisan deal on the country's debt, revenue and spending.?

"We are facing such dysfunction, irresponsibility and lack of leadership" less than two years after the debt ceiling crisis, Schultz said.?

Washington narrowly avoided a U.S. government default, but not before down-to-the-wire wrangling prompted the country's first-ever debt rating downgrade.?

"There is something so wrong that we can be here again and not have the ability to put party aside for the betterment of the country," said Schultz. "We have the same language and rhetoric. Unfortunately we aren't learning much."?

Study turns parasite invasion theory on its head

Dec. 23, 2012 ? Current thinking on how the Toxoplasma gondii parasite invades its host is incorrect, according to a study published today in Nature Methods describing a new technique to knock out genes. The findings could have implications for other parasites from the same family, including malaria, and suggest that drugs that are currently being developed to block this invasion pathway may be unsuccessful.

Toxoplasma gondii is a parasite that commonly infects cats but is also carried by other warm-blooded animals, including humans. Up to a third of the UK population are chronically infected with the parasite. In most cases the acute infection causes only flu-like symptoms. However, women who become infected during pregnancy can pass the parasite to their unborn child which can result in serious health problems for the baby such as blindness and brain damage. People who have compromised immunity, such as individuals infected with HIV, are also at risk of serious complication due to reactivation of dormant cysts found in the brain..

Researchers at the Wellcome Trust Centre for Molecular Parasitology at the University of Glasgow made the discovery using a new technique to knock out specific genes in the parasite's genome. They specifically looked at three genes that are considered to be essential for the parasite to invade cells within its host to establish an infection.

"We found that we can remove each of these genes individually and the parasite can still penetrate the host cell, showing for the first time that they are not essential for host cell invasion as was previously thought," said Dr Markus Meissner, a Wellcome Trust Senior Research Fellow who led the study. "This means that the parasite must have other invasion strategies at its disposal that need to be investigated."

The genes the researchers looked at form the core of the parasite's gliding machinery that enable it to move around. In the past, researchers have only ever been able to reduce the expression level of these genes in the parasite, which did lead to a reduction in host cell invasion but invasion was never blocked completely. This was attributed to the low levels of gene expression that persisted. However, with the new technique, the team were able to completely remove the genes of interest. Unexpectedly they found that the parasites were still able to invade.

"One of the genes we looked at is the equivalent of a malaria gene that is a major candidate for vaccine development. Our findings would suggest that such a vaccine may not be successful at preventing malaria infection and we need to revisit our understanding of how this family of parasites invades host cells," added Dr Meissner.

As well as malaria, a number of other parasites that affect livestock also belong to the same family. The findings could also provide clues to new treatments for these diseases, which cause substantial economic losses worldwide.

Video suggests N. Korea's first lady has baby bump

PYONGYANG, North Korea (AP) ? The wife of North Korea's young leader might be pregnant, judging by video that shows her with what appears to be a baby bump.

In the video aired on state TV, Ri Sol Ju is shown walking slowly next to her husband, Kim Jong Un, at the mausoleum where his late father's body was unveiled Monday.

There is no official word from Pyongyang about a pregnancy. In addition, Ri is shown wearing a billowing traditional Korean dress in black that makes it difficult to know for sure.

North Koreans are reluctant to discuss details of the Kim family that have not been released by the state. Still there are rumors even in Pyongyang about whether the country's first couple is expecting.

Samuel L. Jackson drops the F-bomb on 'SNL'

"Django Unchained" star Samuel L. Jackson caused quite a stir when he appeared on a "Saturday Night Live" this week and dropped what sounded like an F-bomb.

The actor participated in a recurring skit called "What's Up With That," during which he appeared as himself. Kenan Thompson played DeAndre Cole, host of the fake BET show, who couldn't resist interrupting all of his guests by breaking into song. And that was part of the problem.

When Thompson's Cole asked the actor what the holidays meant to him, Jackson began to talk about his foundation, which helps people in need. While the actor tried to remind viewers to give, Cole broke into song again.

"I'm trying to talk about helping people here!" the actor snapped. "So don't you dare cut me off!"

"I won't cut you off, but I've gots to say!" Thompson as Cole started singing ... and continued to belt out a tune with the help of a few other guests for the next few minutes.

When the lengthy interruption finally ended and Cole thanked his guests, an angry Jackson blurted, "Man! %^$#!"

A minorly flustered Thompson replied, "Eh! ... C'mon, Sam! C'mon now! That costs money."

The actor later denied that he said the whole curse word. "I only said FUH not (expletive)! K was sposed to cut off da (expletive), blew it!!" he tweeted, along with a photo featuring a look of shock on his face.

Clips on YouTube seem to suggest otherwise, though, with the K being audible.

Police, world wonder about Conn. shooting motive

NEWTOWN, Conn. (AP) ? The massacre of 26 children and adults at a Connecticut elementary school elicited horror and soul-searching around the world even as it raised more basic questions about why the gunman, a 20-year-old described as brilliant but remote, would have been driven to such a crime and how he chose his victims.

Investigators were trying to learn more about the gunman, Adam Lanza, and questioned his older brother, who is not believed to have been involved in the rampage at Sandy Hook Elementary. Police shed no light on the motive for the nation's second-deadliest school shooting.

In tight-knit Newtown on Friday night, hundreds of people packed St. Rose of Lima church and stood outside in a vigil for the 28 dead ? 20 children and six adults at the school, the gunman's mother at home, and the gunman himself, who committed suicide. People held hands, lit candles and sang "Silent Night."

"These 20 children were just beautiful, beautiful children," Monsignor Robert Weiss said. "These 20 children lit up this community better than all these Christmas lights we have. ... There are a lot brighter stars up there tonight because of these kids."

Lanza is believed to have suffered from a personality disorder and lived with his mother, said a law enforcement official who was briefed on the investigation.

Lanza shot his mother, Nancy Lanza, drove to the school in her car with at least three guns, including a high-powered rifle that he apparently left in the back of the vehicle, and shot up two classrooms around 9:30 a.m. Friday, law enforcement officials said, speaking on condition of anonymity.

A custodian ran through the halls, warning of a gunman, and someone switched on the intercom, perhaps saving many lives by letting them hear the chaos in the school office, a teacher said. Teachers locked their doors and ordered children to huddle in a corner or hide in closets as shots echoed through the building.

The well-liked principal, Dawn Hochsprung, was believed to be among the dead. A woman who worked at the school was wounded.

A law enforcement official speaking on condition of anonymity said investigators believe Lanza attended the school several years ago but appeared to have no recent connection to it.

At least one parent said Lanza's mother was a substitute teacher there. But her name did not appear on a staff list. And the official said investigators were unable to establish any connection so far between her and the school.

Lanza's older brother, 24-year-old Ryan Lanza, of Hoboken, N.J., was questioned, but a law enforcement official said he was not believed to have had a role in the rampage. Investigators were searching his computers and phone records, but he told law enforcement he had not been in touch with his brother since about 2010.

The officials spoke on the condition of anonymity because they were not authorized to discuss the unfolding investigation.

At one point, a law enforcement official mistakenly identified the gunman as Ryan Lanza. Brett Wilshe, a friend of Ryan Lanza's, said Lanza told him the gunman may have had his identification. Ryan Lanza apparently posted Facebook page updates Friday afternoon that read, "It wasn't me" and "I was at work."

For about two hours late Friday and early Saturday, clergy members and emergency vehicles moved steadily to and from the school. The state medical examiner's office said bodies of the victims would be taken there eventually for autopsies.

At least three guns were found ? a Glock and a Sig Sauer, both pistols, inside the school, and a .223-caliber rifle in the back of a car, authorities said. A law enforcement official speaking on condition of anonymity said some of the guns used in the attack may have belonged to Lanza's family. His mother had legally registered four weapons, his father two.

Authorities also recovered three other guns ? a Henry repeating rifle, an Enfield rifle and a shotgun. It was not clear exactly where those weapons were found.

Adam Lanza and his mother lived in a well-to-do part of prosperous Newtown, about 60 miles northeast of New York City, where neighbors are doctors or hold white-collar positions at companies such as General Electric, Pepsi and IBM.

Lanza's parents filed for divorce in 2008, according to court records. His father, Peter Lanza, lives in Stamford, Conn., and works as a tax director for General Electric.

The gunman's aunt Marsha Lanza, of Crystal Lake, Ill., said her nephew was raised by kind, nurturing parents who would not have hesitated to seek mental help for him if he needed it.

"Nancy wasn't one to deny reality," Marsha Lanza said, adding her husband had seen Adam as recently as June and recalled nothing out of the ordinary.

Catherine Urso, of Newtown, said her college-age son knew the killer and remembered him for his alternative style. "He just said he was very thin, very remote and was one of the goths," she said.

Adam Lanza attended Newtown High School, and several news clippings from recent years mention his name among the honor roll students.

Joshua Milas, who graduated from Newtown High in 2009 and belonged to the school technology club with him, said Adam Lanza was generally a happy person but that he hadn't seen him in a few years.

"We would hang out, and he was a good kid. He was smart," Joshua Milas said. "He was probably one of the smartest kids I know. He was probably a genius."

An official who spoke on condition of anonymity said it was not clear that Adam Lanza had a job, and there was no indication of law enforcement interviews or search warrants at a place of business.

The mass shooting is one of the deadliest in U.S. history, and among school attacks is second in victims only to the 2007 Virginia Tech massacre, which left 33 people dead, including the gunman. Reaction was swift and emotional in Newtown, a picturesque New England community of 27,000 people, as well as across the country and around the world.

"It has to stop, these senseless deaths," said Frank DeAngelis, principal of Colorado's Columbine High School, where a massacre in 1999 killed 15 people.

In Washington, the Coalition to Stop Gun Violence organized a vigil at the White House, with some protesters chanting, "Today IS the day" to take steps to curb gun violence. In New York's Times Square, a few dozen people held tea lights in plastic cups, with one woman holding a sign that read: "Take a moment and candle to remember the victims of the Newtown shooting."

President Barack Obama's comments on the tragedy amounted to one of the most outwardly emotional moments of his presidency.

"The majority of those who died were children ? beautiful little kids between the ages of 5 and 10 years old," Obama said at a White House news briefing. He paused for several seconds to keep his composure as he teared up and wiped an eye. Nearby, two aides cried and held hands.

Australian Prime Minister Julia Gillard described the attack as a "senseless and incomprehensible act of evil."

"Like President Obama and his fellow Americans, our hearts too are broken," Gillard said in a statement.

In Japan, where guns are severely restricted and there are extremely few gun-related crimes, the attack led the news two days before nationwide parliamentary elections. In China, which has seen several knife rampages at schools in recent years, the attack quickly consumed public discussion.

At the Newtown vigil, Anthony Bloss, whose three daughters survived, said they are doing better than he. "I'm numb. I'm completely numb," he said.

Panicked parents looking for their children had raced earlier in the day to Sandy Hook, a kindergarten-through-fourth-grade school where police told youngsters to close their eyes as they were led from the building so that they wouldn't see the blood and broken glass.

Schoolchildren ? some crying, many looking frightened ? were escorted through a parking lot in a line, hands on one another's shoulders.

Robert Licata said his 6-year-old son was in class when the gunman burst in and shot the teacher. "That's when my son grabbed a bunch of his friends and ran out the door," he said. "He was very brave. He waited for his friends."

He said the shooter didn't utter a word.

Kaitlin Roig, a teacher at the school, said she implored her students to be quiet.

"I told them we had to be absolutely quiet. Because I was just so afraid if he did come in, then he would hear us and just start shooting the door. I said we have to be absolutely quiet. And I said there are bad guys out there now and we need to wait for the good guys to come get us out," Roig told ABC News.

"If they started crying, I would take their face and say it's going to be OK. Show me your smile," she said. "They said, we want to go home for Christmas. Yes, yeah. I just want to hug my mom, things like that, that were just heartbreaking."

How to Find Out if That Breast Cancer Charity is a Scam | Care2 ...

Why is it that the issue of breast cancer seems to attract some types whose morals are less than stellar?

Earlier this year, we learned that the Susan G. Komen Foundation had decided to eliminate funding of Planned Parenthood chapters who help provide breast exams.

Now comes news that ?Boobies Rock!,? a for-profit business that purports to raise funds for ?breast-cancer awareness? in Chicago and around the U.S., has been taking in plenty of money, but not funneling those funds to the charities it claimed to benefit.

From The Chicago Sun-Times:

You see them at bars and Bears games and other places around Chicago and the suburbs that attract big crowds and a lot of men ? young women who want you to help a ?good cause? by buying T-shirts and other items emblazoned with the words ?Boobies Rock!? and similarly provocative phrases.

Their pitch: ?Would you like to make a donation to breast-cancer awareness??

Former sellers say it works, often bringing in $3,000 or more in cash at events for Boobies Rock, a company based in a Denver suburb. Often, they say, people would press money into their hands saying they want to donate to the fight against breast cancer, even if they don?t want a T-shirt, beer koozie or bracelet.

?We had these bags of cash,? says Berlinda Williams, who collected money from tailgaters at the Oct. 20 Notre Dame football game.

So yes, the group has been raking in the big bucks, but in fact this is a for-profit company, and many of their claims are false.

The Chicago Sun-Times reports on one charity that received just $100 from ?Boobies Rock!? and hasn?t heard a word since, another that received $250, but only after creating a stir, and a third that never got a single penny.

Here?s how the company?s website describes what they do:

We are a clothing and accessories brand that creates funny, fashionable and colorful t-shirts to promote awareness for breast cancer and donate portions of our sales throughout the country to various non-profit organizations.

No. We are not a non-profit organization but we contribute to several non-profit organizations each year.

But how much actually goes to charity?

From the Chicago Sun-Times:

A marketing presentation obtained by the Sun-Times that Boobies Rock uses to gain entry to some venues put its gross revenues for 2011 at about $1.1 million, with net revenue of $400,000 and unspecified ?total commitments? at just over $250,000.

Those ?commitments? largely reflected philanthropy under pressure: a $250,000 legal settlement that Boobies Rock founder Adam Shryock paid to the Keep-A-Breast Foundation, best known for its I (Heart) Boobies products, to settle a trademark-infringement suit.

?Boobies Rock!? operates in 36 cities nationwide, and its website calls the organization ?one of the leading advocates for the awareness of breast cancer across the U.S.?

But the Illinois Attorney General?s office doesn?t agree and has launched an investigation into the company.

Surprise, surprise: ?Boobies Rock!? has largely removed its presence on Facebook.

I have lost two dear friends to breast cancer, and sat at the bedsides of two others just after their mastectomies.

To prey on such a human tragedy in order to make a profit has to be the lowest that anyone could sink. But in order to avoid these scumbags, here a few tips on how to check out a ?good cause?:

*? Look at the organization?s background; get any information you can, and then get more
*? Check that an independent board has oversight of the organization
*? Get all the information you can about the company?s finances
*? Examine the mission of the group, and look for proof that they are fulfilling that mission.

And avoid any group with a sleazy name like ?Boobies Rock!? and a male chairman who refers to his female workers as ?girls.?

GOP 'fiscal cliff' plan echoes failed budget talks

(AP) ? Republicans are proposing a "fiscal cliff" plan that revives ideas from failed budget talks with President Barack Obama last year, calling for raising the eligibility age for Medicare, lowering cost-of-living hikes for Social Security benefits and bringing in $800 billion in higher tax revenue.

The counter to a White House plan last week relies more on politically sensitive spending cuts and would raise half the $1.6 trillion in revenue proposed by Obama over the coming decade.

The 10-year, $2.2 trillion proposal from House Speaker John Boehner, R-Ohio, resembles a framework similar to what Boehner supported last year, but Obama is pressing for additional tax increases and appears to be balking at spending cuts discussed in those talks and since.

Administration officials from Obama on down say it'll take money from raising tax rates on the rich ? instead of GOP proposals to simply curb their deductions ? to win Obama's approval of any plan to avoid the "fiscal cliff."

While intended to break a stalemate in place since the administration last week angered Republicans with a $1.6 trillion plan that largely exempted Medicare and Social Security from budget cuts, Monday's proposal sparked a predictable round of partisanship.

"To protect the middle class while reducing the deficit, simple math dictates that tax rates must rise on the top 2 percent of taxpayers next year," Senate Majority Leader Harry Reid, D-Nev., said in a statement. "The sooner Republicans grasp that reality, the sooner we can avoid the fiscal cliff."

The fiscal cliff is a combination of expiring Bush-era tax cuts and automatic, across-the-board spending cuts due to take effect in January. The cliff is a result of prior failures of Congress and Obama to make a budget deal.

The GOP proposal itself revives a host of ideas from failed talks with Obama in the summer of 2011. Then, Obama was willing to discuss politically risky ideas such as raising the eligibility age for Medicare, implementing a new inflation adjustment for Social Security cost-of-living adjustments and requiring wealthier Medicare recipients to pay more for their benefits.

Boehner called that a "credible plan" and said he hoped the administration would "respond in a timely and responsible way." The offer came after the administration urged Republicans to detail proposals to cut popular benefit programs like Medicare, Social Security and Medicaid.

But Obama and his Democratic allies are less willing to look to these benefit programs for cuts after his re-election last month and believe Obama possesses far more leverage now than he did in secret budget talks with Boehner last year.

Monday's Republican plan contains few specifics and anticipates that myriad details would have to be filled in next year in legislation overhauling the tax code and curbing the growth of benefit programs.

Though the GOP plan proposes to raise $800 billion in higher tax revenue over the same 10 years, it would keep the Bush-era tax cuts ? including those for wealthier earners targeted by Obama ? in place for now.

GOP aides said their plan was based on one presented by Erskine Bowles, co-chairman of a deficit commission Obama appointed earlier in his term, in testimony to a special deficit "supercommittee" last year.

"The new revenue in the Bowles plan would not be achieved through higher tax rates, which we continue to oppose and will not agree to in order to protect small businesses and our economy," Boehner and fellow Republicans said in a letter to Obama. "Instead, new revenue would be generated through pro-growth tax reform that closes special-interest loopholes and deductions while lowering rates."

By GOP math, the plan would produce more than $2 trillion in budget savings over the coming decade: $800 billion in higher taxes; $600 billion in savings from costly health care programs like Medicare; $300 billion from other proposals such as forcing federal workers to contribute more toward their pensions; and $300 billion in additional savings from the Pentagon budget and domestic programs funded by Congress each year.

Boehner signaled in discussions with Obama in 2011 that he was willing to accept up to $800 billion in higher tax revenues, but his aides maintained that much of that money would have come from so-called dynamic scoring ? a conservative approach in which economic growth would have accounted for much of the revenue. Now, Boehner is willing to accept the estimates of official scorekeepers like the Congressional Budget Office, whose models reject dynamic scoring.

Using the administration's math, GOP aides said, the plan represents $4.6 trillion in 10-year savings. That estimate accounts for earlier cuts enacted during last year's showdown over lifting the government's borrowing cap and also factors in war savings and lower interest payments on the $16.4 trillion national debt.

Last week, the White House delivered to Capitol Hill its opening proposal: $1.6 trillion in higher taxes over a decade, a possible extension of the temporary Social Security payroll tax cut and heightened presidential power to raise the national debt limit without the approval of Congress.

In exchange, the president would back $600 billion in spending cuts, including $350 billion from Medicare and other health programs. But he also wants $200 billion in new spending for jobless benefits, public works projects and aid for struggling homeowners. His proposal for raising the ceiling on government borrowing would make it virtually impossible for Congress to block him going forward.

The GOP plan is certain to whip up opposition from Democrats who don't want any action now on Social Security, whose defenders say should not be part of any fiscal cliff deal. And Democrats also are deeply skeptical of raising the Medicare age.

In a letter to the president, Boehner and six other House Republicans insisted that the November election that returned Obama to the White House and the GOP to majority control in the House requires both parties to come together "on a fair middle ground."

"With the fiscal cliff nearing, our priority remains finding a reasonable solution that can pass both the House and Senate, and be signed into law in the next couple of weeks," Republicans wrote.

One of the few things the White House and Capitol Hill Republicans can agree on is a framework that would make a "down payment" on the deficit and extend all or most of the expiring Bush-era tax cuts but leave most of the legislative grunt work until next year.

DHEA: Helping You Fight the Aging Process | Gnet Health and Fitness

The aging process is something none of us can escape; but we can escape some of the adverse side-effects that come with it. Read on to find out how DHEA might help you keep a spring in your step!

What is DHEA?

DHEA is a hormone created in the adrenal gland, which goes on to be converted into either the female sex hormone estrogen, or the male sex hormone testosterone, depending on your gender. Levels of DHEA are at a peak in our 20?s, after which they start to decline.

What Is DHEA Used For?

Kern County farmers take on oil industry, California

SHAFTER ? In this lush pocket of Kern County, where the agriculture and oil industries have long coexisted, Mike Hopkins' almond orchard has become a battlefield in a dispute that extends to the governor's office.

Hopkins is standing up to the oil industry ? and Gov. Jerry Brown ? by filing a lawsuit against the state to bar energy company Venoco Inc. from drilling an exploratory well on his farm without a full environmental review. Venoco has the mineral rights to Hopkins' 38-acre farm.

Across Kern County, other farmers are waging similar fights. With oil prices booming and energy companies eager to develop new wells, the state has granted oil companies permission to drill on farms without first assessing possible harm to the environment, as called for under the California Environmental Quality Act.

"I want the oil industry to make money," Hopkins said. But not if the drilling damages his farm and livelihood.

The exemptions from CEQA are precisely what Brown sought late in 2011 when he replaced two top officials in the state Conservation Department with appointees who agreed to ease environmental restrictions on energy companies.

In the months afterward, the department granted oil companies 19 exemptions statewide ? a six-fold increase from the year before ? and 14 energy firms gave more than $1.1 million to the governor's tax initiative, Proposition 30, which voters approved in November.

"I've never seen a CEQA exemption I didn't like," Brown told reporters at a news conference earlier this year.

In Kern, farmers pushed back after the state granted 16 exemptions in California's richest oil county. Four farmers wrote a letter to the state accusing officials of skirting the law by granting environmental waivers. The letter, sent in August by Irvine lawyer Gregory Sanders, asked regulators to explain "an institutional pattern and practice ? in which the requirements of CEQA are disregarded" when considering oil permits.

"It doesn't take a rocket scientist to figure out what could go wrong with an oil well," Sanders said in an interview.

State officials and the governor's office declined to respond to questions for this story. But in a written statement to The Times, the Conservation Department's Division of Oil, Gas and Geothermal Resources defended the general use of exemptions.

The statement said oil projects are evaluated case by case, taking into consideration several factors, including proximity to residential communities and whether sites are in existing oil fields.

Nearly all of the state's exemptions cite the same CEQA provision: The operation would result in only a "minor alteration to land."

Environmental groups challenge that interpretation. They note that the provision is typically applied to small projects. The law gives such examples as painting bicycle lanes on a street, clearing flammable vegetation around a home and hosting a carnival in a parking lot.

"It's difficult for us to see how the exemption would ever apply to a new oil and gas well," said George Torgun, an attorney with Earthjustice, one of several environmental groups that have filed lawsuits against the state.

The energy industry contends the exemptions are needed to avoid lengthy delays, helping the economy in the process.

State data shows that the drive for oil is helping Kern County's recovery. The county is just 3,400 jobs short of matching its peak employment of 239,600, reached in 2007 at the height of the housing boom.

Emails obtained by The Times through a Public Records Act request show that before Brown fired the two Conservation Department officials, oil lobbyists had pushed regulators for exemptions ? and appealed to higher-ranking state officials when the requests were denied.

In one case, Elena Miller, the Conservation Department's oil and gas supervisor, complained to her boss that AERA Energy had cleared land for well construction and built roads before doing a CEQA study.

"We can presume that little critters lived in that vegetation," she wrote. "This is their environmental program, tear it up, build a road, and then hire a (CEQA) consultant."

Brown fired Miller, saying she and others had needlessly slowed the permit process.
